Different situations and environments require different types of lights and in different quantities. This isn't only influenced by the specifications and limitations of the fittings, but also by the desired effects you need to create. Choosing bulbs / lamps by wattage is a natural way of doing things because e.g. a certain wattage is right and safe for the particular fitting, and we may have a reasonable idea of how 'bright' we want the light source to be, and we have historically always done so. In terms of traditional incandescent bulbs, when buying a bulb as the main light source in a room, most people would think about a 100 watt bulb. Smaller light sources and lamps are likely to have smaller wattages e.g. 60, 40 and below. These however refer to the energy input needs to create the light. They don't actually provide an accurate measure of the light (rather than heat) part of the output. The output may also be even more difficult to estimate if you aren't familiar with energy saving light bulbs.
A lumen therefore is a measure of the intensity of a light source. Talking in terms again of incandescent bulbs, a 60 bulb for example would give you 800 lumens of light output - in other words it gives a good idea of just how 'bright' you want a bulb to be. With low energy light bulbs for instance, the bulbs could require much lower wattages than traditional incandescent bulbs, but still produce a high degree of brightness / light intensity i.e. the same amount of lumens could be produced using many less watts to produce it - this means that it has a higher efficacy.
Lumen is therefore basically a measure of the perceived amount of light / light flux from, in this case, a light bulb or lamp. Technically, what constitutes a lumen is related to a measurement called a candela (the power that a light source gives off in one direction) and a steradian which is essentially a two-dimensional angle projected on to 3 dimensional space (imagine light in a kind of cone shape) i.e. if there was 1 candela emitted across 1 steradian, it would measure 1 lumen.
In simple terms therefore, choosing how bright and intense you want light bulbs and lamps to be can be best estimated by checking the amount of lumens it produces (the output) rather than the wattage needed to create the light (the input). For example, when purchasing low energy and enery saving light bulbs, it's worth studying the packaging for these details. The new style packaging of energy saving light bulbs and low energy light bulbs show many details about the bulbs / lamps e.g. the energy efficiency rating, the equivalent wattages re: traditional incandescent bulbs (inputs), as well as the lumens (output). Although these high efficacy energy saving bulbs cost more to buy, it's worth remembering that they last a long time, which should actually make them cheaper in the long run.
